Search for new forms of organizational structures of economic management

In general, the current and upcoming periods of improving the organizational structures of national economy management should be considered as a kind of accumulation of forces and experience — both negative and positive, the search for fundamentally new constructive forms of management corresponding to the new conditions for the development of productive forces and industrial relations: enterprises of non-departmental status that are not part of the system of all-Union and republican ministries and departments (intersectoral, inter-republican and union-republican self-financing associations), the above-mentioned joint ventures, various associations, concerns, consortia, equity-based enterprises, various economic unions, joint-stock companies, etc.

The further search for new forms of organizational management structures should be based on the problem of the effectiveness of their multiplicity. Here, in our opinion, it is necessary to use general and specific criteria. The general criterion of effectiveness should be derived from the operation of the basic law of socialism and the law of time saving, which finds its concrete expression in the degree to which one or another organizational structure of management corresponds to the acceleration of socio-economic development of the country.

Specific criteria, based on the goals of forming an organizational structure, should be derived at the junction of the formation of a new and liquidation of the old organizational structure. In this sense, it is advisable to distinguish the primary effect of the formation of a new organizational structure — a reduction in the number of management staff, a decrease in the link of the management system and the secondary effect — an increase in the level of concentration of production, its technical level, deepening the specialization of production.

In all cases, the multiplicity of organizational structures for managing the national economy should act together with social and environmental goals and objectives, which in the future should become the main criteria for cumulative transformations. Ultimately, these parameters will determine the integrity of the new emerging management system, its new quality. The primacy of the need to solve environmental problems requires the immediate abandonment of the currently valid sectoral principle. Enterprises located in the region should be oriented towards the final indicators characterizing the quality of the environment. Consequently, the planned indicators for its protection must be linked to the activities of enterprises by setting limits on pollutant emissions in their five-year plans by territorial authorities. With the help of such a mechanism, it is possible to eliminate contradictions between the interests of the region — the city, the region, the territory and the self-supporting goals of the collectives of workers. https://xbae.ch/
